Mr. Toney is currently the Quality Control Corrective Action Program coordinator on the Decommissioning and Demolition of the Humboldt Bay Power Plant in Eureka, CA.  Mr. Toney has twenty-two (22) years of professional construction quality control management and safety supervision experience within the federal government, Department of Energy (DOE), Environmental Protection Agency (EPA), and US Army Corps of Engineers.  As a Construction Quality Management professional Mr. Toney is knowledgeable with standards established by United State Nuclear Regulatory Commission NQA-1 standard, USACE Unified Facilities Guide Specifications-01 45 00.00, “Quality Control”, DOE Quality Assurance programs, American Society for Testing and Materials (ASTM), and American Concrete Institute (ACI).  As a construction safety supervisor, Mr. Toney has knowledge of the United States Occupational Safety and Health Administration (OSHA). Specifically, standards contained in 29 Code of Federal Regulations (CFR) 1910.120; 1926.65; EM 385-1-1, Safety and Health Requirements for USACE, 2008; EM 385-1-92, Safety and Occupational Health Requirements for Hazardous, Toxic, and Radioactive Waste (HTRW) Activities; RCRA Subtitle C & D; CERCLA investigation and remediation requirements.

Contractor Quality Control Specialist, CB&I), Humboldt Bay Power Plant; Eureka, California

Mr. Toney manages the Corrective Action Program on the decommissioning and demolition of a Nuclear Power Plant in Eureka, California.  Mr. Toney is assigned to the Civil Works Contractor performing removal of structures cleared-off radiological contaminates for open air demolition and performing radiological remediation of impacted soils.  As CAP coordinator, Mr. Toney, utilizes an internal SAP program to initiate and track corrective actions for the Humboldt Bay Power Plant project.

Contractor Quality Control Specialist, CB&I (Shaw Environmental & Infrastructure, Inc.), Federal, Fort Carson, Colorado

Mr. Toney manages the Project Quality Control program for CB&I during closure of five landfills under a Presumptive Remedy Work Plan (PRWP) outlining the recommended remedy and the required implementation strategy for the long-term stabilization.  The presumptive remedy consists of a 4-foot thick minimum monolithic evapotranspiration (ET) cover. The projects are contracted under the US Army Department Public Work of the Fort Carson Facility Environmental Division; US Army Corp of Engineers, and regulated by the Colorado Department of Public Health and Environment (CDPHE).

 

Mr. Toney’s QA/QC duties include providing updates to project management of QA/QC issues; supporting the site managers and project manager in attaining contract or project goals; identifying/resolving non-conformances, and implementing corrective actions; training Shaw QC personnel; ensuring project CQC Plans are prepared & revised (as necessary); supporting implementing and managing Shaw’s CQCP in the field; attending internal kickoff, coordination and mutual understanding, and project-related meetings; conducting project QC meetings; conducting three-phase inspections, reviewing and approving submittals; reviewing project plans, reports, and procurement documents; ensuring inspections are conducted; overseeing field and off-site testing; reviewing and initialing as-built drawings; reviewing and tracking field work variances (FWV); identifying and tracking rework items; reviewing, tracking, and helping resolve non-conformance; exercising stop work to prevent or stop nonconforming work; preparing and signing Daily Contractor QC Reports and inspection reports; maintaining QC logs; preparing construction completion reports, certificates, and other documents required by clients.

Quality Control Specialist, Shaw Environmental Inc., New York City Rapid Repairs Program (NYC RRP) – Brooklyn, NY

Mr. Toney was assigned to the Sweet Construction site in Brooklyn, NY to implement the Quality Assurance Protocol Work Order Process - New York City Rapid Repairs Program as Contract Quality Assurance Inspector Lead for the City of New York.  Duties included Executed Right of Entry, Assessments, Work Order Development, Quality Inspections, Quality Inspector Lead Daily Report, Mechanical Observations, and Final Work Order Close-Outs.

 

April 2012 – July 2012

Quality Control Specialist, Shaw Environmental Inc., Mixed Oxide (MOX) Fuel Fabrication Facility at the U.S. Department of Energy's Savannah River Site – Aiken, South Carolina

Mr. Toney was assigned to the Mixed Oxide (MOX) Fuel Fabrication Facility at the U.S. Department of Energy's Savannah River Site in Aiken South Carolina. Shaw AREVA MOX Services was tasked to construct a facility which is a key component of the National Nuclear Security Administration's program to dispose of surplus weapons-grade plutonium.  The facility, 500,000-square-foot MOX process building, with more than 170,000 cubic yards of concrete, 35,000 tons of steel rebar, over 3,000,000 feet of power and control cable and more than 80 miles of piping.  Mr. Toney was assigned to the Quality Control Department’s Work Package review team.  Reviews involved verifications QC welding inspections hold points, weld identification, installation measurements for pipe runs; hanger supports welds, hanger support locations, welding department reviews, and technical review process.  Department of Energy Security Clearance was necessary for employment on the Savannah River Site.

 

July 2006 – March 2011

Quality Control Manager, Shaw Environmental Inc., Eureka, Utah

Assigned to the Eureka Mill Superfund Site under the Omaha TERC for the U.S. Army Corps of Engineers (USACE).  Duties included QA/QC management including construction inspection, documentation, submittal management, project deliverable management, safety supervision, subcontractor service coordination, discrepancy and correct action management, private property reclamation and restoration, reclamation re-vegetation, mine waste disposal cell construction/stabilization and health & safety inspection.

Quality Control Specialist, Shaw Environmental Inc., Inner Harbor Navigation Canal Project (IHNC), New Orleans, Louisiana

Mr. Toney assisted the project’s QA department with submittal processing and maintenance for subcontractors on the United States Army Corp of Engineers on the IHNC project.  Assisted field QA support with inspections and oversight of subcontractor’s dredging and pile load testing.

Quality Control Manager, Shaw Environmental Inc., Colonie Formerly Utilized Site Remedial Action Program (FUSRAP), Colonie, New York

As a QC manger on a TERC program duties involved establishing quality policy, direction program development, and implementation of the quality program and plans under federal client contracts.  Manager duties involve periodic assessments to evaluate the effective implementation of the Contract Quality Control Plan.  The assessments consisted of reviewing project documentation, records, reports, submittals, and included observations of work in progress.  Assessments including both performance and compliance based attributed to evaluate conformance with contract requirements. The following project plans are utilized for verifying compliance requirements Contract Document Specifications, Contract Quality Control Plan, Sampling Analysis Plan, Safety, Health and Emergency Response Plan. 

 

September 2002 – October 2003

Quality Control Coordinator, Shaw Environmental & Infrastructure, Inc., Overland Park, Kansas

QC Coordinator for the United State Army Corp of Engineers at two Army Ammunition Plants in Lake City, Missouri and De Soto, Kansas as part of the Total Environmental Restoration Contract (TERC).  Projects involve remedial investigation, feasible studies, remedial actions, interim actions, short-term operation and maintenance.  Mr. Toney supported the field sampling team by enforcing Contract Document Specifications, Contract Quality Control Plan, Sampling Analysis Plan, Safety, Health and Emergency Response Plan.  Reviewed works plans and schedule & performed the three-part inspection process.

1999-2002

Quality Control Inspector, Washington Group International, Weldon Spring, Missouri

Mr. Toney was assigned to the project quality control department on a Department of Energy environmental remedial project as a technical support specialist.  Responsibilities included performing shift supervisor duties for construction field activities, provided assistance and directing less experienced technicians performing construction inspections and laboratory testing. Documented inspection, construction & installation activities and maintained quality control records.  Performed and documented quality assurance receipt inspections for incoming construction materials, testing and survey equipment. Ensured construction field activities are in compliance with project quality program. Reported & resolved quality deficient items for construction activities.  Performing field compaction & laboratory testing of soils and erosion control materials were also part of Mr. Toney’s duties. Assignments involved interaction with project management, construction managers, construction project engineers, subcontractors, suppliers and client personnel.

Assistant Quality Control Supervisor, MK-Ferguson, Maybell, Colorado

Mr. Toney performed field inspections and documentation of construction of a radiological contaminated mill tailings deposal cell under the Uranium Mills Tailing Remedial Action (UMTRA) program.  As an assist supervisor, Mr. Toney provided assistance and direction to junior construction quality control inspectors. Duties also included monitoring subcontractors and supplier’s workmanship, material, equipment for quality control compliance, reviewing inspection reports and documents acceptances of construction activities upon completion by lower level inspectors.

Mr. Toney provided drafting support for a paperback machine parts company.  Primary responsibilities involved sketching machine parts and transferring the sketch into permanent record drawing.  Machinist Calipers & micrometer were tools used to define measurements of parts.  Other responsibilities were to duplicate the parts by machining.
